What licence do I need for a payments startup in Bahrain?

If your startup provides regulated payment services in Bahrain, it needs the appropriate licence from the Central Bank of Bahrain (CBB). Payment Service Providers have been regulated within the CBB's specialised/ancillary service-provider framework, while the CBB has also consulted on a dedicated Payment Service Requirements module that should not be treated as final until formally adopted.

Bahrain uses the CBB as the single financial regulator, but that does not mean every fintech activity uses one licence category. The correct authorisation depends on the payment service actually provided and the relevant CBB Rulebook requirements for that activity.
