Can a fintech access Bahrain bank APIs without a CBB licence?

Not if the fintech itself provides regulated AISP or PISP services. CBB open-banking rules require banks to provide access to authorised providers, so an unlicensed fintech cannot rely on customer consent alone to act as the regulated third party.

A software company can support a licensed provider technically, but the authorised entity must remain responsible for the regulated service and the customer-facing obligations.
