Yes. The Central Bank of Oman has an Open Banking Regulatory Framework under which Account Information Services (AIS) and Payment Initiation Services (PIS) are regulated activities provided by licensed Open Banking Service Providers.
The framework recognises Account Information Service Providers (AISPs) and Payment Initiation Service Providers (PISPs). A provider can be authorised for AIS, PIS or both, depending on its business model.
Existing CBO-licensed payment service providers can also seek permission to add open-banking services, subject to the framework. This creates two structural routes: a dedicated open-banking service provider or an existing PSP extending its regulated permissions.
The framework is built around customer-authorised access to payment-account data and, for PIS, initiating payment transactions without holding customer funds as part of the payment-initiation service itself.
