Oman treats BNPL as a financial activity rather than an unregulated checkout feature. The regulatory analysis therefore follows the provider and financing structure: who extends the credit, who contracts with the customer and whether a licensed bank or finance company is involved.
A fintech that only supplies technology to a licensed financing provider may have a different perimeter from a fintech that itself provides the BNPL facility. The commercial branding alone does not determine which party carries the regulated activity.
