Yes. The Central Bank of Oman operates a Fintech Regulatory Sandbox for controlled live testing of innovative financial products and services, but sandbox participation is not the same as holding a commercial regulatory licence.
The sandbox is intended for innovative business models or concepts where an existing regulatory framework or licensing path does not already address the activity. The CBO's own FAQ states that where a licensing route already exists, the sandbox is not the substitute route.
Participants can receive limited regulatory accommodation for testing under agreed conditions. Successful testing is an evaluation step; a business that subsequently carries on a regulated activity commercially must still follow the applicable licensing or approval process.
The CBO expects applicants to have an Omani commercial registration for the sandbox application. Foreign fintechs therefore need to consider local establishment as part of the testing route.
