Not automatically. A VARA licence authorises the approved virtual-asset activities in or from Dubai outside DIFC; it should not be treated as a blanket passport for regulated activity throughout every other UAE jurisdiction.
Other emirates and federal activities can engage the UAE CMA, CBUAE or another competent authority, and financial free zones have their own regulators. Customer location, marketing, legal entity and token function can all change the perimeter.
For a UAE-wide model, map each regulated activity and distribution channel rather than relying on the commercial fact that the company is licensed somewhere in the UAE.
