No as a general passport. A UAE licence can support credibility and operating history, but regulated activity in Saudi Arabia must satisfy the applicable SAMA or Saudi CMA licensing framework.
GCC markets do not operate a universal fintech passport. The regulator is determined by the Saudi activity, customer and legal structure, not by whether the group is licensed elsewhere.
Use the UAE licence as evidence of governance and experience, not as the legal permission to serve Saudi customers.
