Can a SAMA-licensed fintech offer investment services in Saudi Arabia?

Not merely because it holds a SAMA licence. Securities and investment activities fall within the Saudi Capital Market Authority’s perimeter and can require separate CMA authorisation.

Saudi Arabia divides financial regulation by activity. A payment or finance permission from SAMA does not automatically authorise securities advice, dealing, arranging or asset-management services.

A combined product should map each feature to the competent regulator and, where necessary, use separately authorised entities or permissions.
