Can a fintech partner with a bank instead of getting its own UAE licence?

Sometimes. A fintech can structure itself as a technology, distribution or permitted agent partner to a licensed institution where the relevant rules allow it, but a partnership does not erase licensing if the fintech itself performs the regulated activity.

The key allocation questions are who contracts with the customer, who holds or controls funds, who makes the regulated decision and who bears legal responsibility for the service. Branding alone does not determine the perimeter.

Some regimes expressly permit agents or outsourced service providers; others require the fintech itself to be authorised. Test the exact activity rather than treating “bank partnership” as a universal exemption.
