Who regulates InsurTech in the UAE?

There is no separate “InsurTech regulator” for mainland insurance activity: the CBUAE regulates the UAE insurance sector and insurance-related professions. If the model is in a financial free zone, the relevant free-zone regulator can apply instead.

The technology does not change the underlying regulated activity. Digital distribution, brokerage, underwriting, claims or comparison functions are assessed under insurance rules just as they would be offline.

Start by identifying whether the fintech is an insurer, broker, agent, comparison website, technology vendor or another insurance-related profession; the licence follows the role.
