Can an insurance comparison website operate without an insurance licence in the UAE?

Not as an unrestricted unregulated marketplace. CBUAE rules specifically address Price Comparison Websites, and insurance companies and insurance-related professions are generally prohibited from dealing with them except through insurance brokers under the applicable framework.

The rules treat price-comparison activity as part of the regulated insurance distribution environment. A website should therefore map its relationship with the licensed broker, customer communications, quote presentation and lead flow before launch.

A site that only publishes generic editorial comparisons can have a different analysis from a platform that collects customer data, produces personalised quotations or facilitates policy sales.
