Often the relevant CBUAE licence is designed for a UAE-incorporated applicant, but the answer is regime-specific. Some frameworks also provide defined registration or non-objection routes for foreign entities, so do not apply one incorporation rule to every fintech activity.
For example, the Payment Token Services Regulation includes a Foreign Payment Token Issuer Registration route for qualifying non-UAE issuers. Other payment, finance or insurance permissions can have different establishment requirements.
Choose the regulated activity first, then check the applicant-eligibility rules for that specific licence rather than incorporating a UAE entity before knowing which permission is required.
