Can an ADGM fintech serve customers in mainland UAE?

Potentially, but an ADGM authorisation is not a blanket mainland-UAE passport. The FSRA regulates financial services in or from ADGM, and mainland-facing activity must also be tested against the relevant federal or local regulatory perimeter.

The answer depends on the service: payments, lending, securities, insurance and virtual assets can each engage different mainland authorities. Specific recognition or distribution structures can exist, so an absolute yes or no is unsafe.

Before launch, map where the regulated service is carried on, who contracts with the customer and whether the mainland activity itself requires separate permission.
