There is no single fintech regulator. The CBE regulates banking, payments and related monetary-sector fintech, while the Financial Regulatory Authority regulates non-bank financial activities such as consumer finance, microfinance, insurance and capital-market fintech.
The underlying financial activity determines the regulator; technology is only the delivery method.
A product combining payments with a non-bank investment or financing service can therefore face both CBE and FRA perimeters.
