Not if it provides a regulated financial service that requires Egyptian authorisation. The CBE’s 2025 payment rules expressly address domestic and foreign-based payment institutions, and other regulated activities must follow the competent regulator’s requirements.
A foreign group may have a registration, licensing, local-entity or partner route depending on the activity, but an overseas licence is not a general passport into Egypt.
Check the applicant-eligibility rules of the CBE or FRA regime that governs the product before targeting Egyptian customers.
